We can reduce the amount of disk required and layers for foreman and candlepin images

The foreman container file is not actually being used, @evgeni is handling Foreman and if you look at https://github.com/ehelms/foreman-quadlet/pull/5 he is using a Containerfile he maintains in another repository.
