README.md should precisely mention installation of ruby193-rubygem-foreman_abrt for correct abrt setup on foreman node #2

There are 2 configuration to be done for abrt setup

Installation of rubygem-smart_proxy_abrt on proxy or capsule and Installation of ruby193-rubygem-foreman_abrt on foreman node

Please update the README.md mentioning the same As user/QA when I went through the doc I missed the package ruby193-rubygem-foreman_abrt since it was not clearly mentioned. As result I faced the issue of Abrt tab not visible in UI
