Reapply "Use Puppet 8 in nightly pipelines" #1837

This reverts commit c86e8d8ad525d5a4d5c6b9fd711250cba0b599cc.

https://community.theforeman.org/t/puppet-8-support/33482/14 and beyond have more context. https://github.com/theforeman/foreman-installer/pull/953 should make this work now.

I'm assuming there is more to the story than what I can find from https://github.com/theforeman/forklift/pull/1789 and https://github.com/theforeman/forklift/pull/1804 ? What was wrong, and what has changed?

https://ci.theforeman.org/job/foreman-nightly-rpm-pipeline/2391/ passed and I verified it was applying Puppet 8.
