Move spool directory to a subdir of /var/spool/foreman-proxy #10

The default spool directory should be changed to /var/spool/foreman-proxy/abrt instead of /var/spool/foreman-proxy-abrt, so all plugins can use the same base directory provided by foreman-proxy package and covered by SELinux policy.

I am not sure if it is enough to change only the setting and the packaging or a migration for the setting should be included.
