Candlepin branching procedure missing #374

When Katello was moved to Candlepin 4.4, the following was done:

But this was not sufficient, and it missed at least:

I am proposing we make this change https://github.com/theforeman/foreman-packaging/pull/10880 which means we will find https://github.com/theforeman/foreman-packaging/pull/10875/files sooner if we forget to update the key when swapping versions of CP.
