Deprecating our ingestion backend plugin

Motivation

@backstage/plugin-catalog-backend-module-incremental-ingestion is the official incremental ingestion backend. Keeping this package just causes confusion.

Approach

Add deprecated flag to package.json 🤞 it'll do the thing
