Export `createCatalogLoader` function

Motivation

Backstage graphql plugin modules implicitly add Catalog loader to graphql application, but for old Backstage plugin system user has to add it manually to createRouter options. Unfortunately createCatalogLoader wasn't exported.

Export createCatalogLoader and update docs for old Backstage plugin system
