Figure 19.1 weird formatting issue in PDF #119

I think this shortcode: {% figure 'fig-19-1' 'pdf-no-bottom-border' %} is causing a weird formatting issue for figure 19.1 in the PDF. The figure runs straight into the paragraph that should appear below it.
