Rewrite relative web links to work properly in epub readers #798

This update fixes internal links in EPUB output. Relative links, such as those in the table of contents were previously pointing to paths like /catalogue/1/. These now instead correspond to paths in the EPUB zip archive, like 08_catalogue-1.xhtml.
