Unique identifiers for societies #11

Currently, a number of languages have multiple identifiers

e.g. 19262; 30012

Societies need to have unique identifiers to secure the database structure. Either, we need to identify why these soceities have been given two identifiers, or create a supplementary identifier that is unique to each group.
