30191 - Wogo-Toto - Add metadata; Suggest splitting #278

  1. Adding some details from liner notes to song metadata for all songs, including slight location and lat-lon adjustment.
  2. Suggest splitting into two societies. Three songs (30259-30261) come from Wogo area, and liner notes state that performers "fall squarely within the Ngadha ethnolinguistic group." So I suggest changing society name to Ngadha, and keeping those songs assigned to society 30191. The other three songs, 30270-30272 are from Totomala, which used to be part of Ngada Regency but is now part of Nagekeo regency, which is split off from Ngada, and the people refer to themselves as "the people of Toto." Pretty far from where the other three recordings are made. So I suggest creating new society with name Toto, and assigning language ende1246 (not totally sure about this match, but liner notes state that Toto people speak a language similar to Lio, but it doesn't sound like they actually speak Lio, and Ende is a closely related language with a glottolog lat-lon that is closest to recording location. Will make note about possible inaccuracy). Society lat-lons for both based on song lat-lons.
