This PR adds the contributing guide and related documents to the dev branch, per RFC-005.

NOTE that:

template-contributing-guide.md from RFC-005 is now CONTRIBUTING.md
template-quality-checklist.md from RFC-005 is now pull_request_template.md (which makes it so that this becomes the default pull request template for PRs in this repo
