Rationalize quickstart and api-quickstarts #234

Description

We currently have the old https://github.com/thegooddocsproject/templates/tree/dev/api-quickstart and new quickstart pull request.

We should decide whether the old API quickstart is still required. I suggest that it is basically covering the same material, so the the old api-quickstart should be removed.

If we do keep the api-quickstart, then it needs to be updated to align with the new format: https://github.com/thegooddocsproject/templates/blob/dev/CONTRIBUTING.md
