Add "write for this blog?" section to blog footers #156

@flicstar suggested having "want to write for our blog?" as part of our blog footer info. I need to write that up (in tandem with what we want to advertise in time for Portland), so putting this issue here for now.

Also: We'll want this on the about page, and possibly the core author landing page
