ZIP Code with Keyword Search not necessarily accurate

What steps will reproduce the problem?
1. Search in ZIP Code "36830" and the keyword "MLK"
2.
3.

What is the expected output? What do you see instead?
Expected:  Search results from Birmingham, Alabama
Instead:  The search result "A" comes up from "Atlanta, GA 30331" and "B" 
from "Birmingham, AL 35244".  Half of the records that the search returns 
come from Atlanta and there is no particular order (such as the distance 
radius with search ZIP as center).

What version of the product are you using? On what operating system?
All for Good web site, Windows XP desktop, Internet Explorer 6.0

Please provide any additional information below.
Users indicate that this is happening also via the API and are discouraged 
as they are searching for opportunities in their local area.

Changing priority due to impact to MLK Day events.  I searched for 'MLK 80304' 
and got 
1,117 results. This included at least 3 areas outside of CO:

57756 Manderson, SD
69301 Alliance, NE
87304 Santa Fe, SD

The user should get results in the requested zip code and expand if necessary.
