Need to refine MLK date range filtering and boosting #587

The MLK Day date range filtering and boosting needs further refinement.  On 
this page, there is an ongoing event that does not have any MLK related terms 
in it that is being ranked over an event that occurs only on MLK Day and that 
includes MLK in the title.  See attached.

Also, the mlk date range filtering should get refined so that it does not pull 
in events that have ended.  2nd page of this is showing opps that have ended as 
mlk.  Need to change range filtering or something

Current algo is sufficient and does not warrant the risk of algo changes prior 
to MLK Day.  Should get revisited for next MLK Day
