Enable "popular searches" links on SERP under search box

Need to enable the "popular searches" links under the search box.  
popular searches: Military Families, Veterans, Education, Hunger, Animals, 
Health, Seniors, Technology, Poverty

I agree with Joe that it makes sense to keep the "popular searches links" 
separate from the file that is used to power the Refine by Category facet,

nal/frontend/categories.py.
