Opp counts not updating properly when search result returns no opps #610

Go to this url,
http://echoditto.latest.footprint2009dev.appspot.com/search#q=education&num=10&s
tart=1&vol_loc=10012&distance=25&type=micro&sort=Relevance&timeperiodstart=start
%20date&timeperiodend=end%20date&cache=1
then click “Veteran” under popular searches.    Result is no opps found, 
but Refine by provider and tab still shows count of 33 micro opps.  Looks like 
are not refreshing counts when get no results for popular searches.  Also 
occurs for “military families”.

The no results page was bypassing the code that updates the facet counts. This 
is now fixed on echoditto.
