minor text change to SERP opp type description blurbs #611

Please change the opp description blurbs text by making the text description 
clickable and removing the word, “link” from each of them.  Would be like 
this for example:

<li><strong>In Your Area</strong> 
<a href="javascript:submitForm('oppType', 0);">Opportunities near you to make a 
difference</a>.</li>
