[Launch] Automatically open launch shelf on Run command #206

What Plugin does this relate to? 
Launch

What steps will reproduce the problem?
1. Enable the launch plugin
2. Open the launch shelf (View -> Shelf -> Launch). This enables the "Tools -> 
Run" command
3. Close the launch shelf. "Tools -> Run" is greyed out

What is the expected output? 
I would expect "Tools -> Run" to remain available after the Launch plugin is 
enabled.  It should automatically open the Launch shelf on a Run request if the 
shelf is closed.

This has actually been on the todo list to fix for quite sometime. Will try to 
get it into the next version of Launch.
