Game Balance #10

The game needs to be re-balanced.  Unfortunately, newly-implemented or
altered features may upset the balance at any time.

The current balancing target is "good enough for now", but we're happy to
listen to any ideas and examine any patches that cause significant
improvements.

Created a current tech tree effective 0.30:

While the critical path is highlighted in yellow, there's an extremely 
lucrative path
down to Advanced Autonomous Computing.  Once this is researched, CPU power no 
longer
becomes an issue for researching new technologies.  To rebalance the game, I 
suggest
the techtree from Quantum Computing be increased significantly, and the cost for
quantum computers be given a slight boost.  (Build cost shold be 100K, 150K and 
200K
respectivly, and research should be 30000 CPU, 100000 CPU and 300000 CPU
respectivly.)  This eases some undue weight on the computer techs, although 
other
techs may need to be upgraded instead.

You can also change CPU power from Mk3 to 70000 (down from 200000), provided you
reduce the monetary cost of the reality bubble; it may have to be 2-4 trillion
instead of 8 if you do this. 

The tech tree shows a few dead ends. To fix one, Internet Traffic Manipulation 
should
be a prerequisite for Quantum Entanglement; rational is that knowledge of 
network
protocols is adapted for Quantum Entanglement.  

Leech Satellite, based on its description, should require Solar Collectors.  It 
can
drop the Simulacra requirement, unless there's a critical reason for that.

Oh, are we suggesting fixes to the Tech tree? Okay, I've got a FEW.

I thought the present tech tree got really ridiculous really fast. This tech 
tree 
could be expanded or altered, but it has no dead ends and is less absurd than 
reality 
bubbles and ascension to godhood. I designed it to end with the singularity 
becoming 
known to the world but too advanced to stop (with its own nation).
