Some environments require setting the 3rd argument to header() #186

FastCGI requires a Status: header from PHP:
http://www.fastcgi.com/docs/faq.html#httpstatus

Evidently providing the 3rd argument "handles" this for us:
http://core.trac.wordpress.org/browser/tags/3.0/wp-includes/functions.php#L1589

Fixed in R420 (ConditionalGet.php and Minify.php particularly)
