add function for getting FreeTDS version #117

It would be useful for troubleshooting to be able to ask pymssql the version of 
the FreeTDS library that it is linked with.

e.g.: a function -- `pymssql.get_freetds_version`

import pymssql pymssql.get_freetds_version() 'freetds v0.92.dev.20130228'
