initial conditions in problem definition files #60

Initial conditions for time-dependent problems default to zero. Let's make
them settable via 'ibcs' and 'ibc_<number>' keywords analogously to
essential boinday conditions (ebcs, ebc_<number>).

Done (http://hg.sympy.org/sfepy/rev/cdbda7dd8ec1). The new keywords are 'ics' 
for the
short and ic_<number> for the long syntax.
