chore(dep): Add libecpg #173

for now I will try it from apt it added a lot of conflicts in the conda env ... maybe it would be nice to package that on conda-forge .. I will open an issue for that .. maybe if there is anyone who would like to learn packaging with conda .. it would be a good issue :)
