Started on this one from the tests. Before designing the data fetch API

WorldPop python client does not seem to be desgned to be used as a library, rather more for usage from the command line.

Another challenge is to find a nice way to upload raster files to PostGIS.

@fccoelho it seems that now there are a lot of files with git conflicts.
