Add average intensity workflow #148

This action runs data/functions/generate_average_co2.js which automatically updates the average intensity data. It then creates a branch and pull request to merge updates.

@tackaberry thanks for the PR. I've changed some text strings, adjusted the run time & made the run also include the formatting/minification step we perform before publishing a new build.

I'll merge this now, and we can see how it goes on the 3rd of this month.
