This PR logs a domain, and the check results to a persistent datastructure in Redis.

Tasks

add test to check we have green results in Redis after checking
[x] work out how to cast a greencheck in logger.php to a dict/hash/associative array structure from a class
[x] make the logResult method log this to Redis
[ ] work out ideal TTL

Sup @arendjantetteroo , I think I have this in OK shape, but we'll likely need the API code under CI now before we can deploy this with confidence.

I'm gonna start that in a separate PR, but would you look over this is in the meantime?

This PR should refer to #9, but it's not showing up on that issue.
