Add vagrant box, add provisoning playbooks

This PR updates the greencheck repo to add ansible playbooks for setting this up on new infrastructure (currently the new boxes on hetzner)

• [x] clean up nginx config for just serving the api, using a cache, and serving over https (we don't have a wildcard yet - I wasn't sure if this would impact the production setup
• [x] set up rabbitmq, mysql connections to connect off the box, to allow us to decouple the API from the API and queue servers
• [x] set up statsd on app machines
• [x] add scripts for adding mysql and rabbitmq
