Charging during high prices

Right now:

• Alert when HP power is above 1kW during an on-peak time (hardcoded for now)

In the future:

• Need alert code to have access to Price service and have a price threshold

Response:

• Might want to include different responses in the alert for quick shut-off for example, for quick reaction (might be through the website)
