Execute script changes in the 4.4 time frame #757

This issue provides a place to develop changes to execute scripts that occur in the v4.4 timeframe but are not necessarily tightly coupled with the primary objectives of v4.4.

Included:

Work will begin based on the master-4.3 branch as the master branch is momentarily unstable.

Changes in this branch were originally based off v4.3. Those changes were extracted and re-based on the current master (v4.5dev8). This issue was then moved into milestone 4.4.3 and later to a re-organized milestone 4.5.

The original separate mk_xx_startup.js files have been removed.
