Usage log dump utility #769

It would be helpful to have a utility that reads the usage log database table and presents selected subsets as a properly sorted flat file.

Selection by date & ip_address Sorting by Sequence number Removal of redundant field names & punctuation Grouping (blank lines?) by buffer & event that dumped the buffer.

Requires using Okta /users/{userid}/groups and checking if the user is a member of the Administrators group.
