Alert if Wire_Dia is out of range of Material_Type #886

Create an alert if coil spring Wire_Dia is outside the range contained in the associated material table. Note that not all materials have standard size tables. This may require changes to the supporting tables for those materials.

Create an Alert if Wire_Dia is large enough to require hot winding and a hot wound material type is not selected.
