having ignoreLabels still adding label #27

I have the current present you described on your README file I have "ignoreLabels" : ["👏 dependencies"]

A label is created for PRs that has the ignore label above. the action succeed

I do see in github log:

Are you certain this label was created by the action? I'm not really sure about this because it would've been logged here if it was added in this run.

Another possibility could be if the label's name (title needs formatting) has been changed in the config. So, if the tag existed already, but the name (in the config file) has now been changed, the action would look for a title matching the new name and would fail to remove the pre-existing old tag. Could that have happened here?
