Please make the following changes to pages seen by Level 0 users who have not yet signed up.
We currently hide the Overview and Detailed tabs when users are not signed up.
[x] We now need to show these tabs always.
[x] The Detailed tab should be greyed-out and not clickable.
[x] When users try clicking the greyed-out Detailed tab, this modal should pop-up.
[x] Ensure consistency across both mobile and desktop

Change 'Sign up for more' buttons to say 'Sign up to see more' in:
