Restrict the access to bank card numbers in the backend #541

I will add a checkbox to backend user pages, and will show or hide bank card numbers on backend order pages according to the value of the checkbox. Also, all backend users except you (ID 5) will be prevented from editing the checkbox value.

once the cc is wiped then then all admin users can see the card number because only the last four is shown after the wipe
