Update the OS of the base image for security #9

A number of unresolved vulnerabilities exist in the buster/oldoldstable Debian release that's the base image of the previous tag.

I found no issues building the image or displaying a minmal-data example of each view. Not tested with full data, but if this update to non-JavaScript provisioning broke anything, I would expect it to show up in the build stage rather than at runtime.
