If possible, we should replace our travis ci with github actions since travis is no longer free for open-source and we have exhausted all allocated credits (~1000 minutes).
Requirements:
[x] add build (build + lint + determining what needs to be re-built): #446
[ ] add test (add basic application testing as in travis)
[ ] add publishing (should be added once build and test are completed)
[ ] cleanup any necessary files, scripts that reference travis (they exist in the repo's history if they ever need to be viewed)
