What it does

This PR finalizes CI-CD workflow with GitHub Actions (closes #444)

Add test
Add publishing
Add GitHub Actions build badge to README
Only build Rust image with next tag (https://github.com/theia-ide/theia-apps/pull/453#pullrequestreview-564251005)
Clean up Travis-related files.

How to test

test workflow should pass when enabled build & test (rust might fail).
CI for this PR should pass.
publishing step can only be tested when merged.
