Setting as a draft until the docker image staphb/pbptyper:1.0.4 is available for testing the docker image staphb/pbptyper:1.0.4 is available for testing now

Still keeping as a draft until I have things running successfully in Terra.

Ready for review and testing

Ran as expected in Terra for both PE and SE workflows. export_taxon_table functionality is good too
