Request to utilize a GAMBIT image that contains the necessary references files as opposed to using references files hosted in public gcp buckets

Will help to avoid GCP egress fees as localizing the entire GAMBIT db is necessary as it is currently written

Proposed resolve:

Create new GCP bucket to host the Gambit reference databases; ensure the bucket is
1. Within the US-Central-1 region
2. Requester pay
Update gambit task default to utilize this new gcp uri (two reference files)

For most Terra users, this will eliminate egress charges as default workspaces are created within us-central-1
