update default freyja docker image to 1.4.8 for multiple tasks #289

~~docker image does not exist yet, workflow will fail. Currently waiting for StaPH-B to deploy the docker image~~

Docker image is now available at: us-docker.pkg.dev/general-theiagen/staphb/freyja:1.4.8

I have not tested the updated freyja docker image in Terra - can someone with more experience with these workflows test these out?
