Add fastBAPS for cluster identification in phylogenetic trees

It's not easy to identify clusters at a consistent level of resolution across a phylogenetic tree. BAPS standardizes the resolution of that cluster identification

Implement fastBAPS task using final alignment for building the tree. Output fastBAPS output file in Phandango format to the Terra data table. Feel free to reach out to me (Emma) as I have a lot of experience with this tool and can quickly guide how to do the dev
