Governance #19

In order to comply with the new Node+JS Foundation, we need to list our governance structure on the website and in a repo somewhere.

My goal is that Intern qualifies for either the Growth or Impact stage, which are outlined at https://github.com/nodejs/bootstrap/blob/master/proposals/stage-2/PROJECT_PROGRESSION/PROJECT_PROGRESSION.md#growth-stage-formerly-incubating and https://github.com/nodejs/bootstrap/blob/master/proposals/stage-2/PROJECT_PROGRESSION/PROJECT_PROGRESSION.md#impact-stage-formerly-top-level
