twine 5.1.0 released today causes an issue for many workflows: https://github.com/pypa/twine/issues/1125

[x] use twine!=5.1.0 in our workflow #767
[x] once upstream issue fixed or there is a solution proposed for an update from our side here, loosen twine restriction in our build workflow again
