Fix CI script #77

The @master branch was removed from https://github.com/actions/upload-artifact, so I pinned it to v3 instead. Similarly, I pinned the https://github.com/r-lib/actions action to v2.

Thanks! I'm going to let the CI run with this config and see what happens but I have mostly been ignoring this so it could probably do with an update.

This seems to be working ok, except for windows which had some strange errors. I have restarted it so we'll see what happens.

I think it's probably worth address in the deprecated commands mentioned in the report while we are at it. I'm happy to do that as long as you're fine with me making changes to this branch.
