Fix video noise #22

On the TM4C123 there's bad video noise, especially in the border on blank lines.

I think I need to make a better VGA interface with much much shorter cables.

In extremis, we could use an AD813ANZ triple-channel video amplifier. But it's about £9.

Analog have a ton of parts, even one that's a PDIP.
