feature: add CI workflow #4

The workflow was copied from the one used in juila-markdown. It is a starting point, and for now it will create preview artifacts of the VSIX on every push, and attach the artifact to the release files.

Very nice! Getting Semantic Release up and running on a bunch of projects is in the queue, and this is great!
