Convert all SQL calls from adodb to PDO:

Convert them to use proper PDO techniques
Review the SQL itself to ensure it is reasonable, and uses named bind parameters
Make sure all commits pass phpcs/phpmd/sensio/scrutinizer, and test to ensure they still work where possible
