Three mini-bugs #101

What steps will reproduce the problem?
Bug #1. Skins are automatically forced to the default Base skin no matter what 
you have cl_skins set to.
Bug #2. Any "Map07" is automatically renamed "Dead Stupid" no matter the IWAD. 
It also happens in other versions of RGH and RGA TR12.
Bug #3. Shotgun guys seem to move MUCH faster than normal, like double the 
speed.

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?
RGH_1_12_Beta1_Skulltag, v0.98D, Windows XP

1) Yeah, I don't quite know why. I guess it is a god thing, because all the 
last-stand sprites are for the default guy only.

2) This is Volt's feature. Perhaps it is time to remove it.

3) They were too easy before, so instead of beefing up their toughness or 
damage, I increased their movement speed.
